However, because a pergola attached to a house would modify a residential structure, it’s extra important to follow building regulations for your area to ensure safety and code compliance.  

Yes. Pergolas need a foundation to be properly secured and stable. A pergola should always be attached directly to a concrete pad or to concrete footings.
